It envisaged as helpful a chain of Empire circulating stations to provide material in pamphlet form at low cost to subscribers. The same paper, commenting on Government's decision to have a "live war memorial said that payment of the community's debt must not be left to chance or to problematical public generosity. Government must make certain the war maimed and dependents will be cared for, and that the debt must be paid, and equitably, to those, and only those, to whom it is unquestionably owed.

Comments on International Matters.
Commenting on the French crisis, the "Sing Tao Jih Pao" said that a miniature clash had occurred between the right and the left wingers. It followed that Elum's government could only be an ephemeral one. The "Wah Kiu Yat Po" found that with the solution of the European problems through UNO the foundations of world peace had been lail. The "Hwa Shiang Pao" expressed the opinion that well-informed Americans have realised the futi- lity of America's single-handed intervention in China. Dealing with President Truman's statement the "Hwa Shiang Pao" declared that China could no longer cherish any illusion about America, while the "Wah Kiu Yat Po (independent paper) said that on no account should China again suffer from America's foreign policy. On the other hand, the Kuomintang organ "National Times declared, "We must support the American policy and its execution," and the "Kwor Yin Daily News" said that in the interests of security to the world and America, the U.S. Government was prepared to accord support to the Chinese National Government.
